President of the Court Ludgera Selting explained that “thousands of eligible voters were unable to cast their vote on election day in Berlin, or were unable to do so effectively, or only under unreasonable conditions, or have not been able to do so without being influenced”. A marathon was underway in the city which made it difficult to reach the polling stations, in addition there were too few voting booths and thousands of ballots were missing or had printing errors. The Constitutional Tribunal of Berlin deemed the errors “serious” and “systematic”.
